Apply for funding for local public transport
The state supports the acquisition of new, barrier-free rail vehicles for public and privately organised local rail passenger transport and light rail and tram transport.
The aims of the funding are
- To support fleet renewal with modern and lower-emission vehicles,
- Creation of a greater range of capacities in rail-bound local public transport and regional rail transport as a prerequisite for increasing these transport shares,
- Improving operational procedures and operational quality to ensure reliable and punctual local public and regional rail transport, - Improving accessibility in local public and regional rail transport,

Prerequisite
Grants for railway vehicles are awarded to
- publicly or privately organised railway companies within the meaning of the General Railway Act (AEG) and the State Railway Act (LEisenbG)
- Light rail and tram transport companies within the meaning of the Passenger Transport Act (PBefG)
- Vehicle provision and vehicle procurement companies that transfer the subsidised vehicle to the above-mentioned companies for use in compliance with the requirements and purpose limitation of these guidelines.
- Public transport authorities pursuant to Section 6 (1) sentence 1 of the Public Transport Act (urban and rural districts, municipalities, Verband Region Stuttgart).
- the subsidy is granted.

Procedure
- Funding application
Applications for funding can be submitted electronically to the L-Bank Baden-Württemberg as the authorising body all year round using the application form. The application for funding also constitutes registration for the state programme. The details, in particular regarding the funding procedure, can be found in the Guideline on Rail Vehicle Funding and additionally in the Administrative Regulation on the Implementation of the LGVFG (VwV-LGVFG). Advice on the funding modalities prior to and during the funding procedure is provided by the L-Bank.
- Inclusion in the state programme
The Ministry of Transport decides on the inclusion of the (overall) project in the state programme. - Provisional approval
Once the (overall) project has been successfully included in the programme, L-Bank will send the provisional approval notice to you as a company. The notification confirms that the project is generally eligible for funding and sets the provisional amount of funding. As soon as the provisional approval notice has been issued, you can start the project.- Please note: The provisional approval notice is limited to a period of two years.
- Final approval
Once you have submitted the results of your bids, L-Bank will send you the final approval notice. The notification will specify the exact amount of funding. It is not possible to receive additional funding after this. - Payment
Once you have submitted the invoices for the rail vehicles, you can claim the grant. You apply for payment of the grant directly to L-Bank. You will receive the form for this together with the final approval notice.
