Funding for measures to strengthen local integration – Approval

Applications must be submitted using the application form published on the Stuttgart Regional Council’s website; the original form must be signed by hand and scanned, then emailed to the Stuttgart Regional Council at Integrationsfoerderung@rps.bwl.de.

• The granting authority will only consider complete applications received by the deadline. A maximum of one application is permitted per funding period.
• Where an application is submitted by a local authority consortium, one local authority shall submit the application on behalf of the consortium.
• The Stuttgart Regional Council forwards the applications – once they have been recorded and checked for completeness and admissibility – to the Ministry of Social Affairs, Health and Integration for the organisation and conduct of the jury meeting.

Approval based on funding recommendations

The approving authority grants approval of the submitted applications on the basis of funding recommendations made by a jury established to advise on the applications. In justified individual cases, the approving authority may deviate from the funding recommendations.

The jury convened by the Ministry of Social Affairs consists of one representative each from the four regional councils, the three local authority associations, the State Association of Local Migrant Representations, the State Association (post-)migrant organisations, the League of Independent Welfare Organisations, and integration research, as well as three representatives from the Ministry of Social Affairs.

The jury deliberates on the applications in a closed-door meeting and makes recommendations for the funding decision. To issue a funding recommendation regarding an application, a two-thirds majority of the jury members present is required in each vote on that application. The jury has a quorum if at least twelve members are present.

The members of the jury decide whether to make a recommendation as part of a comprehensive assessment by all jury members, based on the following criteria:

• Relevance of the project, taking regional needs into account,
• The project’s objective and the feasibility of achieving this objective, including the methods and formats employed for this purpose,
• Feasibility of the project, including, amongst other things, an appropriate timeframe,
• the expected impact and sustainability of the project, and
• the proportionality of the project’s costs to its expected benefits.

The jury shall record the main reasons for and against the funding recommendations for each application discussed in the minutes of the meeting. The minutes of the meeting shall not be published.
