Funding for water management projects

Grants are awarded in accordance with these guidelines and Sections 23 and 44 of the State Budget Regulations (LHO), the relevant administrative regulations and the provisions of the State Administrative Procedure Act (LVwVfG), within the limits of the funds available under the respective state budget of the Ministry of the Environmen. The granting authority shall decide on the basis of its discretion in accordance with its duties. The State grants subsidies for water management projects in the public interest. The grants are intended, in particular, to support projects relating to sustainable water management and public water services in accordance with the provisions of the Water Resources Act (WHG) and the Water Act for Baden-Württemberg (WG). Under the Water Management Funding Guidelines (FrWw 2024), funding is provided for measures in the fields of water supply, wastewater disposal and hydraulic engineering.

Responsible department

The authorising body is the Regional Council. The relevant lower-level water authorities are responsible for assessing the applications.

Prerequisite

Grants are awarded in accordance with the Water Management Funding Guidelines or the Contaminated Sites Funding Guidelines, as well as Sections 23 and 44 of the State Budget Regulations (LHO), the relevant administrative regulations and the provisions of the State Administrative Procedure Act (LVwVfG), within the limits of the funds available under the respective state budget of the Ministry of the Environment.

Local authorities (including their own enterprises) — with the exception of districts — as well as associations of local authorities governed by public law (for example, special-purpose associations, water and soil associations) and municipal enterprises organised under private law with a municipal share of more than 50 per cent are eligible to receive grants. Municipal regional associations in Baden-Württemberg may receive grants as part of the joint project ‘State-wide production of flood hazard maps’. The special-purpose associations Bodenseewasserversorgung, Landeswasserversorgung, Wasserversorgung Nordostwürttemberg and ‘Kleine Kinzig’ do not receive any grants.

Procedure

Applications for grants must be submitted to the relevant water authority using Form 2.

The necessary legal procedures and any other required procedures (such as land acquisition) must have been completed or be nearing completion at the time of application. This also applies to the individual sub-projects.

Deadlines

Applications for funding must be submitted to the relevant water authority by 1 October at the latest, inclusive, prior to the start of the year in which the project is due to commence. This deadline does not apply to projects under sections 10.2, 12.3, 12.7, nor for the maintenance, operation and repair of reservoirs of supra-local significance (Section 63(3) of the Water Act for Baden-Württemberg (WG) in accordance with sections 12.1 and 15.2 of Part III of the ‘ ’ ( III).

Required documents

Applications for grants must be submitted to the relevant water authority using Form 2. For measures relating to wastewater disposal and water supply, Form 1 must be completed.

Processing time

The authorisation period covers the calendar year following the reference date.

Miscellaneous

There is no entitlement to the grant.
