Housing promotion - applying for funding for general social rented housing

Companies and private individuals can receive funding for the following projects:

  • New construction or acquisition of new rental housing,
  • Modification and extension measures to create rental housing,
  • Establishment of rent and occupancy commitments in rental housing stock.

Additional funding is possible in particular for

  • from the achievement of a so-called energy-saving house,
  • Creation of barrier-free accessibility or age-appropriate conversion of rented accommodation,
  • additional measures to design the living environment and to stabilise and maintain neighbourhood structures.

Funding is provided in the form of loans and grants. The interest rates on the loans are subsidised for a limited period.

The subsidised rental housing is tied for a certain period of time in favour of eligible lower-income households (occupancy commitment) and is to be let to the tenant during the commitment period for a reduced basic rent compared to the respective local comparative rent (rent commitment).

Please note: Tenants are only considered to be a household entitled to housing if they have a certificate of eligibility for housing.

  • in rural districts: the housing promotion office in the district administration office
  • in urban districts: the housing promotion office in the mayor's office of the place of construction

Prerequisite

Prerequisites for funding are in particular

  • You must submit a complete and verifiable application
  • The size of the flat must be appropriate.
  • A personal contribution in the form of equity capital is required for subsidising the construction or acquisition of new rental housing as well as the modification or extension measures to create rental housing.
  • In principle, a requirement under EU state aid law must be complied with (prohibition of overcompensation).
  • For the promotion of new construction measures and the promotion of new acquisitions as well as the promotion of the establishment of rent and occupancy commitments for new flats in the rental housing stock, the requirement of the New Construction Standard Plus must be met.
  • In the case of subsidised alteration and extension measures, you must ensure that the components used meet the requirements of the GEG (e.g. the guidelines on the U-value).

Procedure

You must apply for the subsidy at the responsible housing subsidy office. You can obtain the application forms there or via the portal of the Landeskreditbank Baden-Württemberg - Förderbank (L-Bank). Complete and eligible applications will be forwarded to the L-Bank for further processing.

Please note: As a rule, you may not start the project until you have received written confirmation of funding from L-Bank. A premature start to the project will result in the funding being rejected. You can start the project at your own risk once you have received confirmation of receipt of the complete, verifiable and signed application from the relevant housing subsidy office.

Deadlines

There is generally no application deadline.

Required documents

You must enclose some documents with the application. Information on the required documents can be found in the application form on the L-Bank website, for example, or can be obtained from the relevant office.

Costs

As a rule, there are no costs for counselling and applications.

Miscellaneous

You have no legal entitlement to funding. A legal entitlement can only be established by a funding commitment from the authorising body (L-Bank).
