Housing promotion - applying for funding for rental housing for households with particular housing difficulties
Companies and private individuals can receive funding under the current state housing promotion programme for the following projects specifically for households with particular housing difficulties:
- New construction or acquisition of new rental housing,
- Modification and extension measures to create rented housing,
- Establishment of rent and occupancy commitments in existing rented housing.
Additional funding is possible in particular for
- from the achievement of a so-called energy-saving house,
- Creation of barrier-free accessibility or age-appropriate conversion of rented accommodation,
- additional measures to design the living environment and to stabilise and maintain neighbourhood structures.
Funding is provided in the form of loans and grants. The interest rates on the loans are subsidised for a limited period.
The subsidised rental housing is tied exclusively or primarily in favour of eligible households for a certain period of time (special occupancy commitment).
Please note:
Households entitled to housing are low-income households with additional difficulties in accessing the housing market due to certain characteristics.
Which groups of people fulfil these characteristics is decided by the supreme state authority in consultation with L-Bank.
The subsidised housing must be let to the tenant for a reduced basic rent compared to the respective local comparative rent during the commitment period (rent commitment).
The subsidy in favour of households with particular housing difficulties is modelled on the general social rental housing subsidy. Therefore, only the special features of the subsidy in favour of households with particular housing difficulties are described here.

Details
Prerequisite
The main requirements for funding are
- You must submit a complete and verifiable application
- The size of the flat must be appropriate.
- Designation of recognised groups of people in the funding approval
- A personal contribution in the form of equity capital is required to receive funding for the construction or acquisition of new rental housing as well as for alteration or extension measures to create rental housing.
- In principle, a requirement under EU state aid law (prohibition of overcompensation) must be complied with.
- For the promotion of new construction measures and the promotion of new acquisitions as well as the promotion of the establishment of rent and occupancy commitments for new flats in the rental housing stock, the requirement of the New Construction Standard Plus must be met.
- In the case of subsidised alteration and extension measures, you must ensure that the components used meet the requirements of the GEG (e.g. the guidelines on the U-value).
Procedure
You must apply for the subsidy at the responsible office (housing subsidy office). You can obtain the application forms from the Housing Promotion Agency or via the portal of the Landeskreditbank Baden-Württemberg - Förderbank (L-Bank). Complete and eligible applications will be forwarded to the L-Bank for further processing.

Please note: As a rule, you may not start the project until you have received written confirmation of funding from L-Bank. A premature start to the project will result in the funding being rejected. You can start the project at your own risk if the receipt of the complete, verifiable and signed application has been confirmed by the responsible office.
Deadlines
There is generally no application deadline.

You must enclose some documents with the application. Information on the required documents can be found, for example, on the application form on the L-Bank homepage or can be obtained from the responsible office.
Costs
As a rule, there are no costs for counselling and applications.
Miscellaneous
You have no legal entitlement to funding. A legal entitlement can only be established by a funding commitment from the authorising body (L-Bank).
